Vodka (ウォッカ, Uokka; FUNimation "Mr. Vodka") is a rich gangster.
Vodka's Japanese name is a pun on the word Uokka, or Vodka in English.
Appearance
Vodka wears a fancy light-green suit and a light-green hat. Amazingly, he bears a great resemblance to Panputto's Manager. His two henchmen also resemble the two bodyguards for Panputto's Manager.
Biography
Despite being the leader of his gang, Vodka was quite stupid. He hired Cyborg Tao Pai Pai to get the Dragon Balls so that he could wish to become ruler of Planet Earth after Cell had left. Son Goku came along and needed Vodka's Dragon Ball in order to revive those who had been killed by Cell. Cyborg Tao and Vodka issued Goku a challenge. If he could solve three key ring puzzles by the next day, they would give him their Dragon Ball. If he could not, he must give them his own. Of course, Vodka and Cyborg Tao grabbed Goku's vest, stole the Dragon Ball inside of it, and drove off, leaving Goku behind at the fortress. In the end, Goku solved all three puzzles and used his Instant Transmission technique to track down Vodka and Cyborg Tao. Goku then collected the final two Dragon Balls and left, completely oblivious that any ill will from Vodka and Cyborg Tao had been intended.
Vodka was killed when Kid Boo blew up Planet Earth. It is unknown if he and his men were wished back with the other inhabitants of Planet Earth given that he was a gangster who wanted to use the Dragon Balls to take over the world.
Video games
In Dragon Ball Z: The Legacy of Goku II, Vodka hired Cyborg Tao Pai Pai to get the seven Dragon Balls. He planned to survive in his fortress until Cell was done destroying Planet Earth and emerge from the rubble as Emperor Vodka, as there would be no police or rival gangs to stop him. They were stopped after Cyborg Tao had only been able to get one Dragon Ball.

Trivia
- An official Dragon Ball Z episode listing incorrectly names Vodka as Bourbon from "A Girl Named Lime". Interestingly enough, both are quite similar to one another. Both are greedy, have a similar voice (they both speak like stereotypical Italian gangsters, though Bourbon has a higher-pitched voice), are named after a type of liquor, appear in a filler section of the Cell Games Saga, and hire Cyborg Tao.
- Vodka and his bodyguards bear a strong resemblance to Panputto's Manager and his bodyguards from "Goku Enters the Ring".
