Doctor Uiro

Doctor Uiro (ドクター ウィロー, Dokutā Uirō; FUNimation "Dr. Wheelo") is a brilliant scientist who performs experiments in biotechnology.
Doctor Uiro's Japanese name is a pun on the word Uirō, or Steamed Cake in English.
Biography
Uiro's ultimate goal was to modify the Human race using science. Before he could realize his goal, however, he died. Doctor Cochin, his faithful servant, was able to turn him into a cyborg.
Films
Cochin came through for his creator a second time fifty years later when he gathered the Dragon Balls and wished for Shen Long to thaw the ice-enshrouded fortress. Freed from his frozen sleep, Uiro became obsessed with finding the world's strongest martial artist so that his own brain might be transplanted into their body. He sent Cochin and three of his Bio-Men to find this martial artist, Turtle Hermit. When Kishime, Misokatsun, and Ebifurya easily beat Turtle Hermit and Bulma Brief said that they were idiots because Turtle Hermit was the strongest martial artist fifty years ago, Uiro started to doubt that they had the right person.
He then went after Son Goku's body. When Uiro's further attempt to subdue Goku met with failure (such as using a special device to force Piccolo fight against Goku and Son Gohan), the enraged scientist decided to kill him and all of his friends. When that also failed, Uiro decided to just concentrate the energy contained within his laboratory's power core to fire a gigantic wave and destroy the entire world. Goku was able to form a Genki Dama and used it to overpower Uiro's attack and destroy the robotic scientist for good.
Uiro appeared on the Dragon Ball Z: Fusion Reborn poster, but he was not actually featured in the film.
Power
Uiro's cyborg body was shown to be far more powerful than most armored robots in the Dragon Ball series. It was able to withstand the combined Kamehameha of Goku, Kuririn, and Turtle Hermit without receiving a single scratch. Powerful as his metallic body was, it was no match for the incredible power of the Genki Dama.
His exact power was unknown, and being an artificial fighter it was unlikely that he had a battle power in the normal sense. Since he could easily overpower Goku's regular Kaio-ken, but was completely outclassed by the Kaio-ken x3, Uiro probably could be comparable in overall power to Vegeta during the Saiyan Saga.

- Photon Strike - Uiro unleashes yellow waves of energy at his opponent, causing a massive accumulation of damage.
- Planet Geyser - Uiro's Ultimate Blast in Dragon Ball Z: Budokai Tenkaichi 3. Uiro surrounds himself in a yellow aura and releases a massive red beam of energy capable of destroying a planet. Uiro used this attack towards the end of The World's Strongest, but it was countered with Goku's Genki Dama.

Trivia
- Goku defeats the main enemy in a film with the Genki Dama three times in a row. Uiro is the first, the second is Tullece, and the third is Slugg, although Uiro is the only one out of the three who is not in Dragon Ball Z Gaiden: Saiya-jin Zetsumetsu Keikaku or Dragon Ball Z: Budokai Tenkaichi 2.
- It is unknown if Uiro ends up in Hell with his cyborg body after he is killed by Goku or if he regains his Human body.
- Uiro is the only film villain not to have some form of a power-up/power-up transformation, e.g. Super Saiyan Broly, Super Janemba, the Fruit of the Tree of Might.
- Uiro is the first villain ever killed by the Genki Dama.
- In the FUNimation dub and Ocean Group dub of the film, Uiro says two minor curse words. When Goku is gathering energy for a Genki Dama, he says, "What the hell is he trying to do?" Right when Goku strikes the deathblow with his Genki Dama, Uiro says, "Damn you Goku!" "Hell" is often used in Dragon Ball Z due to 'HFIL' also going by that name, but 'damn' is rarely used.In the Ocean Group dub of the film, Uiro also curses more often.
- Uiro (along with Cochin) are quite respectful of Turtle Hermit as he is the strongest fighter in the world, albeit 50 years ago (712 Age).
