Blinding is an offensive technique used by Eis Shen Long.
Use
Eis swipes ice into his opponent's eyes, temporarily blinding them.
History
Dragon Ball GT
Eis used this attack in his fight against Son Goku in his Super Saiyan 4 form. He saw that he was no match for Goku and resorted to this attack to blind him, which he succeeded in doing.
